In an historically innaccurate episode that goes to show how little the scriptwriters know about Communist Russia, Josef Stalin takes over the Memorial. Wriggling through a timehole the evil megalomaniac installs himself as supreme ruler by possessing one of the Board, the shade wearing pie-fingered beings who have been running the planet for years.

Entrenching himself with his cronies the Communist leader bans all talk of anyone else doing anything and banishes two revolutionist Zapatistas to the frozen wastes of Mangotsfield. Donning their bandoliers and twirling their six guns beneath long drooping moustaches, the two revolutionaries - Turl Guevara and Pancho Spencer - step up their Campaign to LIberate Tired Old Rovers and Instal turl and Spencer. Not realising just how badly their campaign acronym might sit with some people, they organise a wist drive, some leaflet drops and a car boot sale to support their cause.

Meanwhile Stalin is trying to use funds from a building company to borrow a helicopter and have the two insurgents 'dropped' into the Mediterranean as soon as possible, or at the very least sent to work in a grocery shop in Avonmouth.

Mulder believes it all has something to do with aliens, while Scully just thinks the TARDIS is in cahoots with Deep Shit with a rational explanation for all of it. Dr Whoof is spending his time taking extra TARDIS driving lessons as it would appear that it's in for one hell of a bumpy ride...
